Certifying authority

A certifying authority is the body, usually a state environmental agency, health department, or a board operating under one, that grants operator certifications within its jurisdiction. While the exams themselves are standardized across most of the country, the authority to certify people rests with each state. The certifying authority decides who may sit for which exam, issues the credential when requirements are met, and maintains the official record of every operator's certification status.

The certifying authority's rules cover the full life cycle of a credential: eligibility requirements such as education and experience, approval to test, renewal cycles, continuing education obligations, reciprocity with other states, and disciplinary standards. These rules differ meaningfully from state to state even though the underlying exams are shared, which is why generic advice about requirements is never a substitute for reading your own state's rules.
